Top Gun Rising Stars Training and Evaluation Program honors the responsibility to develop, refine, guide, and enhance the talents and skills of every official, scorer, coach and sports organization provided to each of our communities and countries. To achieve this extraordinary results through a well defined system approach to training and evaluation process, the Top Gun Rising Stars Officials Program will give the new and upcoming officials a new way to track his or her progress through a monthly written and video evaluation of their game performance. Many officials have talent, good mechanics, and sound rulebook knowledge; but you will need a great referee training program to move up in the ranks. Top Gun is that program. You Make The Call!!!

Training and Preparation

The training and preparation of sport officials has been the primary objective of the Top Gun Rising Stars Program. The Instructor's Resource Guide for training and evaluation has been developed so that each student, novice or veteran, may have the benefit of current rules, training and interpretation of current sports materials. Our Training Guide is designed to serve as a resource of information for local association and recreation departments throughout the United States and Europe. The effectiveness of the program is limited only by the ability of each instructional unit and staff, to be creative in providing quality instruction to its customers.

Program Goals

• To provide a complete, organized and uniform instructional program for referees, coaches, parents, players, and program coordinators.

• To help establish and promote the highest standards of basketball camps, tournaments, leagues, upward programs, at risk after school programs and special programs (AAU) for youth 19 and under and adults programs..

• To implement a comprehensive instructional program that will help ensure success and promote consistent for individual training units throughout the United States and the European Communities that will lend itself to the highest standard in the referee sporting community.

Objectives

Upon completing the Top Gun Rising Stars Instructional Program, all basketball officials should be able to:

• Have a complete knowledge and understanding of the rules and:
• Pass a current written rules classification examination.
• Apply the rules realistically in an on court game situations.
• Receive current information on all aspects of basketball officiating and coaching.
• Understand the intent, purpose and spirit of the rules.
• Understand the accepted functional philosophy of basketball officiating and coaching at the youth, high school, and college levels.

Beginners Referee Training Program

(Must be at least 16 years of age)

· Introduction to Youth and High School Basketball Rules.

· Introduction to Two Officials Basketball Mechanics.

• Game Procedures and Responsibilities
• NFHS Officiating Basketball Signals.
• Designing A Pre-game Briefing For Players.
• Instructions on local program constitutions and by-laws.

Senior Referees Training Programs

• Rules Changes and Points of Emphasis.
• High School Rules Major/ Editorial Changes
• Game Procedures And Responsibilities (Pre-Game).
• Refresher Course (Three Official Mechanics).
• Essential three officials floor mechanics (On Court).
• Managing coaches, players, and yourself (Referee Leadership).
• Learning how to give on court advice to your partners.

Referees Evaluation Program

· Written game evaluation.
